      This is from a tutorial in Photoshop Creative Issue 26 by Tim Shelbourne.In brief, it involves the following process

      * Using a blur filter to simplify the start image’s tones
      * Add a layer mask to paint on later to bring back colour
      * Desaturating the image
      * Tracing details with a brush
      * Painting on the layer mask to bring back colour

      Quite involved, but the effect is fab!
